Universal Reduced City Loyalty Penalty (-5)
Reduces the loyalty penalty from additional cities for all (including modded*) factions.
By default, each additionally founded city will give -6 Loyalty to other cities. This reduces that penalty.
I saw a lot of versions of this concept, where the implementation only affected nonmodded factions. If someone already did this implementation, let me know so I can remove this; I might’ve missed it amidst the sea of mods.
*I tested this with many modded factions, and most of them worked as expected. Some seemed a bit inconsistent in whether it worked or not. As I’m not intimately familiar with all modded factions, let me know if one isn’t working, and I’ll see what I can do.
This mod is in the .xml.ext file format, so it will work with other mods that edit the CityTypeManager.xml file. If they edit the exact same thing (e.g. the other versions of this mod), the one on top will win.
The text hints for each faction’s Found City action are written dynamically, so the new loyalty values are automatically reflected. …Except for the Necrons, and some number of modded factions. This mod overwrites the text for the Necrons’ Found City action and for the Loyalty hint. If another mod also overwrite these lines, whichever one is on top will win.
