A realism-focused overhaul of urban development in Europa Universalis V, introducing hard urban caps AND geographical constraints based on terrain, vegetation, and climate.
Urbanization is no longer abstract — it is shaped by the land itself.
🧠 Core Philosophy – "Cities do not grow everywhere — they grow where conditions allow them."
This mod enforces:
– Physical limits (province size)
– Geographical limits (terrain, vegetation, climate)
🏙️ Key Features
1. Hard Urban Caps per Province
– Strict limits on number of cities and towns
– Prevents unrealistic urban stacking
– Forces strategic planning
2. Terrain-Based Urban Restrictions
Urban development is now tied to topography:
🌾 Farmlands / Plains → Best for cities (high capacity)
🌲 Forests → Limited urban expansion
⛰️ Mountains → Severe restrictions (mostly no cities)
🏜️ Deserts → Very limited or impossible urbanization
👉 Geography now directly controls development potential.
3. Vegetation Impact
– Dense vegetation reduces viable urban land
– Agricultural land supports larger settlements
– Natural environment influences settlement patterns
4. Climate Constraints
– Harsh climates (arid, arctic, tropical extremes) limit growth
– Mild climates favor urban expansion
– Adds regional realism across the map
5. Province Size Rules
Province Size Urban Capacity
1–3 locations – 1 urban center
4–5 locations – 1 city + 1 town
6+ locations – 1 city + up to 2 towns
6. Anti-Blob Design
– Large empires cannot urbanize everything
– Expansion ≠ automatic economic growth
– Forces regional specialization
