Ludi’s Multiplayer Balance Mod
A broad balance and performance overhaul for Europa Universalis V.
This mod reworks societal values, government reforms, privileges, country setups, resources, markets, subjects, regional balance, and several core gameplay systems. The goal is to create stronger strategic choices, improve underperforming mechanics, reduce excessive early-game consolidation, and make the world more historically and economically varied.
Societal values now provide significantly stronger and more distinctive bonuses.
Major changes include:
- Traditionalism improves institution adoption, population growth, and stability.
- Spiritualism provides flat population conversion.
- Humanism provides flat population assimilation.
- Free Subjects improves prosperity and levy combat efficiency.
- Conciliatory politics strengthens cabinet efficiency and diplomatic generation.
- Quality provides additional discipline.
- Offensive doctrine greatly improves siege ability at the cost of defensive strength.
- Individualism substantially increases migration speed.
- Jurisprudence improves research speed.
- Naval orientation improves naval maintenance efficiency.
Several government reforms have been adjusted to make them more practical and better balanced.
- Naval Administration is now a free reform.
- Weapons Quality Standards provides a major discipline bonus.
- Margraviate and Landgraviate are now free reforms.
- The Gabelle tax penalty has been significantly reduced.
- Mamluk Government now has reduced maximum control.
- Unify Culture has been moved to Age V.
- Several clergy privileges now push society toward Humanism.
- Privilege effects relating to diplomats and military obligations have been rebalanced.
- Multiple countries begin with a broader and more developed privilege setup.
Numerous major countries have received revised borders, starting values, buildings, privileges, reforms, subjects, and urban development.
- All starting territory is properly cored.
- Tver begins integrated.
- Starting societal values and privileges have been reworked.
- Moscow begins with additional development and buildings.
- Kolomna, Mozhaysk, and Zvenigorod begin as towns.
- Begins with additional integrated territory.
- Starting values and privileges have been redesigned.
- Berlin is now the capital and begins as a city.
Hungary has been weakened to reduce its early-game dominance.
- Transylvania begins independent.
- Bosnia begins independent.
- Croatia begins independent.
The Mamluk Sultanate has been substantially reduced.
- Most starting subjects are now independent.
- Levantine territory has been transferred to regional subjects.
- The Mamluks are primarily concentrated around Egypt.
Western Europe begins considerably more decentralized.
Forez, Aquitaine, Valentinois, Bar, Brittany, Flanders, Rethel, Nevers, and Burgundy now begin independent.
Bohemia no longer begins in control of Silesia, Moravia, or southern Lusatia.

- Starts with a more developed privilege structure.
Poznań and Kazimierz now begin as cities.
Several new regional markets have been introduced to improve economic geography and reduce excessive dependence on distant market centers.

Starting raw materials have been extensively redesigned across Europe, Asia, Africa, and the New World.
The rework adds new sources of:

- Marble
- Lumber
- Silk
- Livestock
- Wool
- Wine
- Fruit
- Legumes
- Fiber crops
Major regional changes affect:
- Russia and the Golden Horde
- Northern Germany and the Baltic
- Iberia
- France and England
- Bohemia, Hungary, and Romania
- Italy
- Anatolia and the Caucasus
- The Middle East
- The New World
Several locations also receive unique regional production modifiers.
- Bordeaux receives a powerful unique wine-production modifier.
- Several Iberian locations receive improved wool output.
- Benešov receives a unique gold-production modifier.
Many isolated one-location countries in Asia, Africa, and the New World have been consolidated into larger states.
This reduces the total number of countries, lowers simulation overhead, and improves campaign performance without completely removing regional diversity.
- Base subject annexation cost reduced to 50.
- The Army Reformer trait now provides only 1% manpower.
- The English coastline has been reclassified as ocean or coastal ocean, allowing heavy ships to play a greater role.
- The Age IV Combined Arms bonus has been doubled.
- Create stronger and more meaningful societal-value choices.
- Reduce excessive early-game power concentration.
- Improve the viability of smaller and regional powers.
- Make economic geography more varied and strategically important.
- Strengthen underused reforms, privileges, and military doctrines.
