Border War – Diplomacy Grievance Tweaks
This mod aims to rebalance how War Justification is accumulated in the game.
It aims to reduce the amount of grievances that are accrued by non-aggressive acts, and force a ‘stalemate’ between bordering neighbours that are expanding but not actively provoking each other.
Almost all grievances have now been capped, generally to a value of 30 points.
This means once a cap is reached, it becomes possible for two factions to reach a stalemate.
Example: Faction A expands into 6 provinces with claims from Faction B. Faction B has expanded into 8 with claims from Faction A. Both will be capped at 30 points, meaning neither faction will have a war justification advantage due to bordering city expansion.
The value of all grievances has been reduced.
This is to limit single grievances creating sudden swings in War Justification.
Most expansion type grievances have much lower values, including:
Anything to do with expanding into ‘claimed sectors’ and vassalizing Independent Cities.
Most aggression type grievances have slightly lower values, including:
Anything to do with War declarations – against Allies and befriended Independent Cities and Dwellings.
Trespassing has a greater grievance value than the base game.
Victory condition grievances have been capped like most other grievances and won’t necessarily provide instant war justification.
Grievances for starting unjust wars are halved.
Fabricated grievances remain unchanged.
Between Fabricated grievances and Declarations of Rivalry, factions should be able to manipulate the scales of War Justification to ensure they can tactically pursue wars with the right investment of resources / time.
