No Non-Core Conversions

Description:

Makes it so that non-core provinces cannot be converted. I made this to stop the autonomous missionaries from starting to convert the provinces I take before I can press the button to core them, making me turn it off, press core, then turn it back on again each war.

1. Set the non-core conversion penalty to -1000% preventing their conversion.
2. As autonomous missionaries will not try to convert provinces that cannot be converted this prevents the auto-conversion of non-core provinces.

• Not Ironman Compatible.
• Should be compatible with nearly any mod. Only changes the non-core conversion penalty static modifier. But if a another mod also changes non-core provinces in some way it could conflict, if this ever the case I can use another method with no-conflicts on request.
