Spider eyes.
This is a Soviet Cold War experimental self-propelled laser weapon carrier produced in 1990. The design was a culmination of Soviet laser weaponry research throughout the duration of the Cold War, exploring the capabilities of incapacitating enemy optical-electronic equipment. Built on the chassis of the 2S19 Msta-S, the design was quickly abandoned mainly due to the collapse of the Soviet Union and the lack of a need for such an expensive piece of hardware.
