Laws+ 1.13 and rework

This is a slightly reworked verision of laws + that works on 1.13.
This is meant to boost the strength of all countries slightly.
It is also meant to make backward laws have some use while allowing progessive laws like elected bureacrats to make sense to switch to.
simple change list:
buff:monarchy,president,theocracy,social monarch,oligarch,no election,non-secret,secret ballot ,subjecthood,ethno,national suprem,racial seg,state religon,freedom of cons,total sep, all bureaucrat laws,intervention,serf,tenet,private health,right of assemb,protected speech,no worker rights,child labor and restricted child labor,legal guardian, propertied, and women in work,migration control, closed border,
change:council rep,landed vote,wealth vote,semi-constitutional,cultural exc,, all army and navy laws(very small changes),no home affairs,state capitialism,laissez-faire, command, trade laws(not isolation),no police, no school, priv and public schools,no health,outlawed diss,censorship,no social security, no migration control, (consumption prop and grad taxes changed)
nerf:multicult(slight power shift, prob slightly net negative)
Bugs:every country starts on merchant navy I have zero clue how to fix that.
