[WotC] Tactics Add-on for Gnarified Realistic Aiming Angles

Includes:
AI changes: Ideal range, Cover preference, Sread, Scamper
Bleedout Roll 65, Bonus Roll 50
High Cover = 70
Low Cover = 55
Aiming angles from Gnarified Realistic Aiming Angles peel off cover from 0-90 so it makes sense soldiers should not be able to have aim when cover is straight ahead blocking the view.
Armor Hit Roll: High=75, Low=50
Increased Soldier wounded Times
Ability Point Costs Increased at higher Ranks
Beta-Strike Health mod lowered to 1.5
Ai will only start downthrottle at 24
Weapon Range Table that are to me more natural.
