UDK [1.12<->1.13] Fixes for Job Satisfaction & Building Hiring for Unemployed Pops

Description:

Fixes 2 Major Game Bugs/Errors that effects Pop Employment by your Buildings.

Fixed Errors
  • Sometimes Peasant Job Satisfaction gets too high (especially if they get high QoL thanks to Welfare, Dividends etc), thus causing them to stay in Subsistence Farms instead of getting Employed by your Buildings.
    This could even escalate into actually causing existing Migrated/Grown/Fired Pops to turn to Peasants as well.
    (To be fair, Paradox tried to fix this issue before, it just come back from the Grave)
  • In Late Game, Default Building Hiring Define Settings causes your Buildings to simply not Hire Your Unemployed Pops. Instead, all the Buildings in those effected States just Swap their Workers between them, causing your Empty Buildings to not Hire your Millions of Unemployed Pops.

    This is caused by too High Building Levels (>500) and how Buildings try to hire 10% of the total Capacity at Once instead of in smaller increments. Once building levels rises enough, %10 of a 500 lv Building means hiring 50k~250k pops at once.

    Worse, Buildings also need to Hire all required Professions at correct ratios with only a 10% Variance allowed.
    Huge Hiring Targets & the need to have Required Professions at Required Huge Numbers causes your Buildings to switch target and Mass steal Workers from another Buildings in your State instead of reducing Hiring Target.
    This is a huge Late Game issue, especially for your Capital State, where you Centralize all Manufacturing Buildings to benefit from Throughput Bonuses.

    And worst of all, once this starts to happen, Buildings continue to Swap Workers between each other even when you fix your Population Supply & Qualification issues, causing your States to slowly be filled with Millions of Unemployed Workers that never gets hired by the Buildings.

    Even worse, this problem can happen even in Early Game if you too rapidly Increase Building Levels, which combined with Low Level Literacy/Qualifications and Low Population Numbers, thus recreating the Problem a Couple Decades earlier.

Troubleshooting / Mod Compatibility::

Mod is compatible with following Game Versions:
– 1.12.*
– 1.13.*
When you change your game version, Steam automatically installs correct mod version that’s compatible with it.

This mod only changes a few Defines. No other Game Object is touched.
This mod is also Save Compatible.
