给玩家一点buff前期更舒服一点，效果如题所示，建造时间-2建造数量+2
仅对玩家有效，如需对AI有效用rpfm打开pack后对Apply to Ai打勾，然后把第三个表的positive改成neutral，最后保存即可生效
不兼容旧档，需要新开档
