After the events of HUNT DOWN THE FREEMAN where Mitchell Shephard motivated someone to do a terror attack in the City 17 Train Station, the combine realised that they had a problem with TERRORISM!!! So, from now on, they added Counter Terrorism branches to Civil Protection, Overwatch, the Elite and even Nova Prospekt Guards. They’re here to fight one thing and one thing only:
