No Upkeep for All Cities
Removes the upkeep costs for all buildings that are constucted from cities for all the factions/races included in the game (and it’s DLCs). Combat buildings and units are not affected (see "Additional Mod" section below).
This is active from the start of the match, and does not have to be researched.
