Restructure their government around the needs of the empire.

Turn a subject into a proper colony and remind them who is in charge. Limited to low autonomy subjects such as puppets and vassals. Never crownlands or others.

Industrialization is expensive, complicated, and most importantly, unnecessary when the colony’s purpose is shipping raw materials home.

Establish protectorates through high-relations rather than blood.
