Testing, and looking in the devkit, has given me more insight into the point distribution on level up:

The first roll uses the ‘Base Growth Rate 1’ % (plus other parts of the equation) to assign 1 point on level up. There is a 2nd roll that triggers if BGR1 gives a point.

> This BGR2 has a static roll of 40% in the devkit. It is not randomized like BGR1 upon thrall placement.

Which means when a stat is at 100% GR, you get 1 point and a 40% chance to get a 2nd point.
-(still dependent on the other parts of the equation, but they are designed in a way to be less impactful, and testing demonstrates near or total insignificance to point gain)
-(Half of GR1 is not added to the 2nd roll because there was always an avg of 40% gain.)

Now, if you have a food buff that gives 75% more growth rate for example, so 175% in total, this will result in a 2nd point every time (so far in testing) (keep in mind the base 40%), which shows that GR1 OVER 100% will impact the 2nd stat roll.
