Build a narcotics empire or fight it with laws, diplomacy, and war.
Plantations in India and South America, refineries in European port cities, opium as leverage in foreign policy: Victorian Vices turns narcotics into a full economic and political layer. Not three extra goods at the edge of the game, but a chain of cultivation, processing, trade, and social backlash.
Economy-minded players get plantations, greenhouses, cocaine refineries, and morphine laboratories with tiered industrial processing. Roleplayers can replay the Opium Wars, run cartel states, or push temperance reform. Diplomats can impose a specific drug policy on other countries through treaties and war goals.
Opium plantations gain expanded production methods such as Bengal monoculture, Golden Triangle cultivation, double scoring, and pharmaceutical preparation. Coca plantations in South America remain the most profitable way in. Greenhouses for coca and poppy allow growing outside historical regions — deliberately costlier and tighter on margins, a fallback when plantations are out of reach.
Four drug policy laws run from total prohibition through a regulated market and state-promoted stimulants to an aggressive export policy. Addiction counseling centers, public or charitable, address the social cost. A dedicated technology branch leads from botanical extraction through opium processing to pharmaceutical narcotics. Power bloc members can adopt the Narcotics Trade principle and align their industry across the bloc.
Events, decisions, and journal entries follow trade, addiction, and international condemnation. Export balance events bring embargoes, cartel conflicts, and temperance backlash, so drug wealth never comes without consequences.
Built for Victoria 3 version 1.13.x, with no mod dependencies and multiplayer synchronization. Full German and English localization.
