Partial Balanced Abilities:

Civilization: Black Shores
    Civilization Ability: Singularity of Lament Observation

    Tracks disaster-stricken tiles. Coastal Tiles +1 Science, Disaster-Stricken Tiles +1 Production. Cities founded on these tiles gain +5% Yields and +3 Housing. Cannot be denounced by other civilizations. Has unique Governors: Shorekeeper, Aalto & Encore.


Leader: Shorekeeper (Astral Modulation)
    Leader Ability: Euphonic Chrysalis

    Convert 30% of your Science yield per turn into Calculation Points (each Observatory increases the conversion rate by 1%). Calculation Points can be used to unlock Technologies, complete Production, teleport Units, and assist in Combat. The Capital radiates 3% of its Science to other cities with Tethys; allows training of Bloom Bearers and starting the special project "Civilization Deduction" in cities with Tethys.


Leader: Camellya (The Breeder)
    Leader Ability: Sanguine Blossom

    Units ignore Movement penalties on plant-type terrain or resources; all other Movement-penalty-ignoring effects are disabled. No War Weariness; gain Amenities instead. Based on the Base Combat Strength difference with the target (-10~10), has a 5%~10% chance to recruit defeated units as Bloom Bearers (each Observatory increases the chance by 1%). Can switch forms.Budding Mode: +1 Production on plant-type terrain or resources, +1 Culture if improved;Blossom Mode: Combat units +1 Movement, -5 Defense Strength, +3 Attack Strength; when defeated, recruit the attacker as a Bloom Bearer (1 time per turn).


Unique District: Tethys
    Unique district of the Black Shores. Replaces the Campus. Can only be built on water. Grants +1 Production to all Coastal Tiles of this city. Spawns a Culture Bomb upon completion and recruits 1 Bloom Bearer.
Unique Building: Stellar Matrix
    Unique building of the Black Shores. Replaces the University. Grants 25% of the Science from the Tethys District as equal Production to adjacent tiles and districts.
Unique Unit: Bloom Bearer
    Unique unit of the Black Shores with a unique promotion tree. Cannot be trained or purchased. Can perform ranged attacks with a Range of 2. Gains +7 Combat Strength for each Era the player has experienced, and +3 Experience upon unlocking a Technology.
Unique Improvement: Observatory
    Unlocks the ability for Bloom Bearers to build Observatories. Can be built on neutral territory. Maximum number equals the number of Bloom Bearers. Copies the Yields and resources of the tile to the Capital. When built within your territory, develops the tile’s resources and landforms, granting +2 Production or +2 Science respectively. After researching Astronomy, Observatories on Disaster-Stricken Tiles grant +1 Science to all Tethys Districts.

Unique Governor: Shorekeeper
  1. Silent Hypothesis: Upon completion of production in this city, gain Science equal to 15% of the required Production. All units gain +5 HP when healing, and Rover gains an additional +5 HP when healing.
  2. Gift and Refusal of Night: Cities with this Governor assigned gain +25% Production when training units. Buildings are immune to natural disasters. Hostile units in the vicinity lose -2 Movement, and Barbarians cannot move.
  3. Infinity Awaits Me: In this city, each District or Wonder (even incomplete) grants the Tethys District +10% Science.
  4. All Things Silent and Overflowing: Coastal Tiles of this city gain +1 to all Yields.
  5. Echo from Silence: Yields from Improvements and resources copied by Observatories increase by +1 per turn. Strategic Resource Stockpiles +50 (Standard Speed). All units can teleport between Observatories.
  6. The New World I Sail To: This city gains full Amenities and Housing.
Unique Governor: Aalto & Encore
  1. New Story, New Adventure: Upon reaching an unvisited foreign city, the Capital gains +1 Production and +3 Gold. When assigned to the Capital of another civilization, that civilization cannot declare war on the Black Shores. When assigned to a City-State, functions as 3 Envoys.
  2. Flawless Performance: When assigned to the Capital of another civilization, that civilization cannot exert Loyalty pressure on your cities, and Grievances decrease by an additional 3 per turn.
  3. Spotlight, Hero Appears!: The City-State with this Governor assigned gains greatly increased City Defense and cannot be besieged.
  4. Best Partners: +3 Influence Points and +3 Diplomatic Favor. The civilization of the assigned city gains +1 Opinion towards you per turn. When assigned to a suzerained City-State, the Capital gains +15% to the corresponding Yield based on the City-State type.
  5. Behind-the-Scenes Seller: Permanently copies the Luxury Resources improved by this city. When assigned to the Capital of another civilization, the Capital gains 100% of the Gold Yields from that city.
  6. Sheepy, Save the World!: Functions as an additional 3 Envoys and doubles local Envoys. Upon next assignment to a City-State, gain an equal number of Envoys based on the number of suzerained City-States (capped at 5).
