本模组添加了一些促进人口增长和减少人口增长的相关法令
旨在通过法令对地区生育率进行精确控制
兼容性比修改建筑加成的mod要好，并且ai也能使用
所有效果只影响本地区（洲state）
ai会根据经济情况使用使用这些法令
对于有工作的洲ai通常都会使用提高出生率的法令。失业较多的洲ai通常会使用节育法令。
一定程度加强ai。
在中途移除mod虽然不会导致存档损坏，但是强烈建议不要这么做。
法令效果：
鼓励生育-提高地区25%出生率，0权威力消费，对人群少量补贴
生育补贴-提高地区50%出生率，25权威力消费，对人群进行补贴
强制生育-提高地区100%出生率，50权威力消费，对人群较多补贴
鼓励节育-降低地区25%出生率，0权威力消费，对人群少量补贴
节育补贴-降低地区50%出生率，25权威力消费，对人群进行补贴
