AI Fix – Migration into Tributary Herder

Description:

Base Game Intent: I believe the intention is that a newly settled Herder that is also a Tributary is supposed to give a -1000 point weight to allowing anyone to migrate into their County, until 3 years have passed. That’s what I have seen while attempting to migrate myself.

Actuality: When I take territory via conquest, give the land to a Herder and then Demand Tributary my Herder allows other Nomads to occupy their freshly settled lands far prior to the 3 year requirement, sometimes as early as 2-3 months.

Two minor changes were made:
– To ensure the AI has to go to war with me, just like I do for theirs, to migrate into my Tributary Herder lands if under the 3 year settled timer.
– The AI originally measured their combat strength against the migration recipient, but will now measure it against the recipient Suzerain as well.

A better fix in the future may be to give the Suzerain the option of whether or not to fight, instead of the Herder, but I’ll only look into that if balance seems to become an issue. For now this works for my wife and I.
