October 1988.

The Soviet Union still appeared to stand as a great power, yet beneath the surface it had begun to creak under mounting strain. The war in Afghanistan had dragged on, steadily eroding military readiness through casualties and equipment losses. The state’s finances were tightening, foreign currency reserves were dwindling, and shortages of basic goods were becoming increasingly visible at home.

Although Soviet influence abroad seemed intact, the reality was one of gradual exhaustion. The empire was not collapsing from the center, but quietly wearing down at its periphery.

Nowhere were these signs clearer than in North Africa.

Since independence, Algeria had pursued a state-led socialist path and maintained close military and technical ties with the Eastern Bloc. By the late 1980s, however, fluctuations in oil prices and structural economic stagnation had left the country increasingly unstable. Rising unemployment, soaring prices, frustration among the younger generation, and widespread corruption within the military and bureaucracy all contributed to mounting tensions. The planned economy was showing clear signs of fatigue, and divisions within the armed forces over the country’s political direction were deepening.

In early October 1988, nationwide protests erupted—what would become known as the October Riots.

What began as demonstrations driven by economic frustration quickly became politicized. The unrest soon intertwined with internal power struggles within the military establishment. Emerging from this turmoil was Brigadier Mahmoud Ben Haddad.

Ben Haddad openly criticized Algeria’s pro-Soviet orientation, arguing that it had brought the country to stagnation. Advocating a reorientation toward the West, he rallied younger officers and elements within the navy, seeking to seize control of the central command structure. His strategy was to exploit the chaos of the riots, isolate the political leadership, and establish military authority over the state.

Clashes in Algiers escalated rapidly, spreading to armed confrontations around the General Staff headquarters and the national broadcasting station. Rebel forces seized control of the port district, taking over the naval base, ammunition depots, and communications facilities. A temporary blockade line was established outside the harbor, while naval units sympathetic to Ben Haddad attempted to cut off access to the open sea.

The decisive development came with the “protective detention” of the Soviet military advisory group stationed at the port facilities.

These advisers were far more than simple consultants. They were deeply involved in communications encryption systems, naval maintenance doctrine, port defense planning, and even elements of the command-and-control architecture.

Moscow regarded their detention not merely as a violation of agreements, but as an act of hostility.

Yet a full-scale intervention was impossible. With negotiations underway for the Soviet withdrawal from Afghanistan, opening a new foreign military engagement was politically and militarily unacceptable.

The solution was therefore a limited military operation.

Its objective was narrowly defined: avoid expanding the conflict while establishing temporary local sea control offshore—just enough to create the time and space necessary to extract the detained advisers.

This was not a battle meant to proclaim victory.

It was a fight to hold the line—one step more—at the edge of a crumbling sphere of influence.

The red empire had not yet fallen.

But along its outer rim, the ground was already beginning to shift.
