Description:

Adds a diplomatic HRE action for member states to leave the Empire without winning a war.

Cost is 25 stability and a opinion penalty with the current emperor.

Only the player should be able to use this.

Please let me know if you have any balancing suggestions, as I didn’t really know what to use.
