Opinionated compatibility patch for Tech and Res and Better Politics Mod.
Opinionated changes:
* Bolsheviks winning out against Mensheviks and SRs causes many laws to enact based on some of my wikipedia browsing of their initial laws.
* Collapse of russian empire causes many historical characters to appear
* Soviet winning does not cause all nations to release (e.g. Ukraine etc) although I want to do something that captures parts of the civil war
