MagNet Spy Satelite
Why do you have to spy a civilization directly on their planet, risking the life of your spy, when you can practically do the same from orbit? These satelites are used to track enemy movement from space. The satelite is specially designed to be as small as possible. It is also extremely silent and disrupts magnetic fields, which in term makes it nearly impossible to detect by common means.
