The Phantom is a very late game Transport with extremely heavy shielding. Its a thing to bring in if you already have everything and want to do some travel and transport business in style.
You can dock SVs and HVs (like my Voidsword Tank) below the stern to transport them – they need a top mounted landing gear for docking.
It can be upgraded to do fighting if you are on a server that has additional CPU upgrades in addition to the standard RE2 ones available.
