Council Demands Require Strong Hook
Simple mod that makes it so that to demand a council seat your vassal needs to either have a usable STRONG hook OR have the council rights contract condition. You no longer need to avoid hooks like the plague to avoid messing up your council.
Note that this ALSO applies to the PLAYER, so you can’t use demand council seat unless you have a usable strong hook (or council rights).
