Mer AI Improvement
This mod considers AI to be ‘spirit of the nation/country’ rather than its current government.
Some countries (ahistorically) overperform with this mod and others underperform(poor France). However it is game balance issue or pdx AI issue rather than this mod issue.
This Mod only alter AI behaviour and do not provide bonuses to AI or change game mechanics. As much as possible this mod is made to provide solutions that are not country specific.
Due to technical limitations AI receive minor buff of not getting radicals when altering its government. However AI is not using that behaviour in cheesy way like players could.
Here is test run GDP progression observed with this mod.

Features:
1. Country management everything is based on keeping balanced budget. Budget spending: bureucracy, technology, military, construction,
2. Military: Size of navy/army (that may be indirectly related to diplomatic issues) depends on availble budget, AI utilize conscripts for peacetime spending reduction.
3. Internal Affair: Law Engine: AI evaluate economy related laws and attempt to pass laws with better relative score. AI would check whether there is suitable government to pass law and is possible it would do so.
4. Economy: Improved private and government queue by making it more ‘profit like’.
5. Technology: AI would build universities for purpose of spreading technology
6. Technology: custom technology weights to allow AI navigate in tech tree better.
7. Economy: blocked various deathspirals(ex. railroad subsidies)
8. Economy: better utilization of consumer taxes
9. Eliminated deathspirals: AI won’t get multiple institutions just to bankrupt themselves with them, infrastructure subsidies deathspiral, AI tanked electoral confidence and got unmanagable low legitimacy
10. Eliminated certain behaviours that made AI to make bad decisions on purpose
11. Internal Affair: limited authority usage because it provided no benefit(in current state of AI): promoting/supressing movements(AI actually ruined themselves with it), spending authority on characters(AI just did that for sake of doing it), edicts(temporary till i write reasonable logic to use them, so far no edicts were better than vanilla edicts)
12. Better AI weights for power blocs and power blocs principles that allow AI to pick ones that are actually beneficial in current state of AI.
known issues:
1. long civil war may lead to overbuilding universities
2. proportional and graduate taxation are slightly overvalued
3. stength of subjects is not considered in calculations of desired army/navy size (notable in UK-BIC relations)
4. div/0 when total_population return 0, even that it should not.
