[WOTC] Combat Intelligence for All
The Resistance Ring can improve a soldier’s Combat Intelligence — but vanilla excludes Resistance Heroes and every robotic soldier from the required slot.
Combat Intelligence for All makes eligibility configurable and adds explicit SPARK support. Standard soldiers, faction heroes, SPARKs, other special classes, and modded robotic soldiers can each be enabled or disabled through Mod Config Menu.
This is a configurable replacement for WotC: "Increase Combat Intelligence" for everyone. Do not enable both mods together.
- Allows Reapers, Skirmishers, and Templars to undertake Improve Combat Intelligence.
- Allows SPARKs to occupy the Improve Combat Intelligence soldier slot.
- Separate MCM controls for standard, hero, SPARK, special, and robotic categories.
- Supports modded non-robotic classes that disable Training Center abilities.
- Supports modded robotic soldier classes separately from SPARKs.
- Optional filter for classes with `BaseAbilityPointsPerPromotion=0`.
- Preserves the vanilla Savant cap.
- Preserves normal availability, activity, mental-state, class, rank, and famous-soldier requirements.
- Optional debug logging for eligibility decisions.
- No broad class overrides.
- Safe to add to an existing campaign.
The vanilla Improve Combat Intelligence slot applies two restrictions:
- The soldier class must have `bAllowAWCAbilities=true`. Resistance Hero and SPARK classes do not.
- The shared Covert Action soldier check explicitly requires `!Unit.IsRobotic()`, excluding all SPARKs and robotic soldiers.
For ordinary non-robotic units, this mod continues using Firaxis’ standard Covert Action eligibility function.
For an enabled robotic category, it reproduces the same checks while deliberately omitting only the robotic exclusion. Injured, unavailable, mentally unready, under-ranked, or otherwise invalid units remain unavailable.
Open:
Options → Mod Settings → Combat Intelligence for All
The following options are available:
- Standard Soldiers — non-robotic classes that normally support Training Center abilities.
- Resistance Heroes — Reapers, Skirmishers, and Templars.
- SPARKs — vanilla SPARK soldiers.
- Other Non-Robotic Soldier Classes — special or modded classes with Training Center abilities disabled.
- Other Robotic Soldiers — modded robotic classes other than SPARK.
- Allow Classes with Zero Base AP — keeps zero-base classes eligible when their category is enabled; disable it to exclude them globally.
- Debug Logging — writes eligibility decisions to `Launch.log`.
After saving the settings, close and reopen the Resistance Ring or Covert Action assignment screen so the eligible-unit list is rebuilt.

The defaults reproduce normal soldier eligibility, retain the original hero-enabling behavior, and add SPARK support without automatically admitting every custom class.
The action genuinely increases a SPARK’s Combat Intelligence. However, the vanilla SPARK class has:
Vanilla SPARKs do not normally receive or spend personal Ability Points through the Training Center. This eligibility mod deliberately leaves the reward calculation untouched.
Enhanced Order: Art of War supplies the missing Combat Intelligence component even when `BaseAbilityPointsPerPromotion=0`. A vanilla SPARK then receives 1 AP per eligible promotion at Above Average, 2 at Gifted, 4 at Genius, and 7 at Savant. While Art of War is active, those targets become 1, 3, 5, and 9 respectively.
Overhauls can provide a larger normal progression. For example, Long War of the Chosen configures its SPARK class with `bAllowAWCAbilities=true` and `BaseAbilityPointsPerPromotion=4`; when an Improve Combat Intelligence action is available, that configured base is included too.
Combat Intelligence for All itself controls eligibility and does not alter AP rewards. If you do not want zero-base classes to undertake the action, disable Allow Classes with Zero Base AP in MCM.
Other Non-Robotic Soldier Classes is intended for custom or special classes that set `bAllowAWCAbilities=false` but can still benefit from Combat Intelligence.
Other Robotic Soldiers is intended for robotic class mods that support Covert Actions and Combat Intelligence.
These categories are disabled by default because not every special or robotic class has an Ability Point system. Enable them only when the corresponding class mod supports the mechanic.
- It does not create or increase the frequency of Improve Combat Intelligence actions.
- It does not modify Covert Action duration, risks, or rewards.
- It does not bypass the Savant maximum.
- It does not make injured or unavailable units eligible.
- It does not change Combat Intelligence calculations.
- It does not grant arbitrary SPARK Ability Points.
Disable the original `WotC_ComIntActionsForHeroes` mod (`1134537412`). Both mods assign the same staff-slot eligibility delegate, while this mod already includes its Resistance Hero behavior.
No `ModClassOverrides` are used. The mod changes only the eligibility delegate of `CovertActionImproveComIntStaffSlot` across all difficulty variants.
It is safe to add to or remove from an existing campaign because it does not create persistent strategy objects. It only changes who can be selected for future actions.
Long War of the Chosen: this mod does not restore an Improve Combat Intelligence action removed by an overhaul. It can only change eligibility when that action and staff-slot template exist.

Shen’s Last Gift is required only to have vanilla SPARK units.
- Disable the original `WotC_ComIntActionsForHeroes` mod.
- Enable this mod and its requirements.
- Open Options → Mod Settings → Combat Intelligence for All.
- Choose the unit categories you want to permit.
- Reopen the Resistance Ring assignment screen after changing settings.
