New war goal added: Total War
Costs more maneuver points and generates more infamy. It applies to both sides of the war, and peace cannot be negotiated. Retreat or surrender means annexation.
Once the war begins, occupied provinces immediately become new territories; territory is gained wherever you advance, until one side is completely annihilated as a state.
