[CP] The Gunny Storyteller
Adds a new storyteller. He is Gunnery Sergeant Hartman, your senior drill instructor. From now on you will speak only when spoken to, and the first and last words out of your filthy sewers will be "Sir". Do you maggots understand that?

Storyteller features:
The Gunny allows population to be double than that of the normal storytellers. Friendly reinforcement chances are increased along with other visits from outside colonies. However negative events are more dangerous and have less cooldown in-between.
New difficulty
"Crucible" difficulty reduces research speed, resource yields from crops and mining, decreased cooldown for raids and other negative incidents while reducing "death on downed" to only 50%
