Golden Bull:
• Effect: +4 production for each city
• Government-Slot: Economy
• Required Civic: Defensive Tactics

Luther’s 95 Propositions:
• Effect: +4 faith for each city
• Government-Slot: Wildcard
• Required Civic: Divine Right

Nuremberg Laws:
• Effect: +4 food for each city and +1 strength for each unit
• Government-Slot: Military
• Required Civic: Nationalism

Supreme Army Command:
• Effect: +6 Great-General-Points
• Government-Slot: Wildcard
• Required Civic: Nationalism

State of Emergency:
• Effect: +3 strength for each unit
• Government-Slot: Military
• Required Civic: Defensive Tactics

Church Edict:
• Effect: +4 faith for each city
• Government-Slot: Wildcard
• Required Civic: Theology
