Description:

This mod compensates for the major sneaky bug in 1.3.2 that changes unit base costs (and maintenance) when global_citizen_output is changed. Its hardcoded as multiplicative and cant be fixed by mod, but this mod compensates with some additive modifeirs to unit costs on all sources of global_citizen_output (-5% costs for each 10% citizen output)
