No Early AI City State Rush
This mod is supposed to stop the frequent AI war declarations against city states.
In most cases city states die in the early phase of the game. So this mod makes it much less atrractive for major AI civilizations to start an early rush against city states.
There can be still some warmongering AI civs that sometimes like to capture city states, but this will happen less frequently.
By signifcantly increasing the military score of city states, they will become more intimidating for the AI.
The military score of city states is increased by a Lua script, which gives every city state a fixed amount of tanks that do not spawn on the real map. These units are only spawned outside of the map to make sure they cannot fight against anyone (this is accomplished by spawning them on a place with negative map coordinates).
To make sure that city states do not get bancrupt because of the tank unit maintenance, city states now will not have to pay for their unit maintenance any more.
