Alith Anar cheat mod
The new C.A. launcher is the problem. Go to the Total War: WARHAMMER II properties menu then select BETAS->launcher_release_candidate in steam instead.
I have similar problem where some of my downloaded mods works and some don’t. Once I go back to the older launcher everything works.
The current total war launcher is a BETA if you look up the new launcher on top left corner and so many people in the forum is screaming at C.A. because the new launcher is causing headaches for many people.

Новый С. А. Launcher работает некорректно. Не все моды загружаются. Перейдите в меню свойств Total War:WARHAMMER II, затем выберите BETAS – >launcher_release_candidate в steam.
