Small Rebalance
Aim is to rebalance a few aspects of Imperator that i feel needed a few tweaks.
-Fixed a abuse, where you could get all tribal laws within 40 years of game start. You now gain 5 centrelisation when you downgrade in power rank.
-Improving a province is now -10% to pop output instead of a -1%.
-Improvements have been buffed. 2 buildings/trade routes, 10% local output and 10% local religious happines.
-Changed govener policy for interating/converting to be a % than a flat increase.
-Removed the cost for changing govener policies.
-Buffed the neutral stance to 2 relation slots and doubled the appeasement stance to .004 ae decay.
-Buffed buildigs that i found lacking. 5% pop output for foundry, 50% for market and tax office. Changed aqueducts to 1 pop cap and 5% pop modifier.
-Lowered the merc trait to +1 martial.
-Changed the local surplus for horses to 1 monthly food and 2% local manpower.
If you have any suggestion that would fit with the mod or thoughts about rebalancing the things I already changed, then feel free to coment.
