Description:

Replaces the MTB calculation with a new *per-incident* MTB calculation.
The default makes *something* from the MTB *category* happen, which leads to odd behaviour.
The new system runs the MTB calculation on *each* incident in the category, with the option of adjusting the MTB for the event based on the game conditions.

Most significant changes:
Raid likelyhood increases the more factions hate you. You no longer decrease the rate of mechanoid raids by making an enemy ouf of the tribals.
Infestation no longer *requires* deep mountains, instead infestations start where there is warm, dark, filth in high concentrations. Keep your base clean, floored, and brightly lit and you won’t get infestations.
