Description:

Rebalance to luxuries for development plans, and increases the number of luxury types available in the galaxy.

Note: If using this mod with Endless Moons, be sure to also use Luxury Increase (Endless Moons) if you wish to preserve the increase of luxury times available in galaxy generation. Luxury Increase (Endless Moons) must be loaded after Dev Plan Rebalance and Endless Moons.
