Better HRE
Reworks the reform paths of the Empire. The centralized path now gradually weakens the Princes and encourages mediatisation, making the vassal swarm much less powerful and eventual restoration a worthy goal. The decentralization path gives the Emperor more ability to liberate smaller princes and benefit from them.
Also adds some flavor – Imperial Diets are now held in different cities, and the Emperor gets to pick the location for the Perpetual Diet.
Feedback to balancing is always welcome, as are contributions of flavor texts for the reforms.
