You need Gathering Storm DLC.

This Wonder Unlock By Future Tech.
Your All cities will keep Loyalty, and +1000 Amenities.
Each of your Citizens exerts plenty of Loyalty pressure in their city.
A city that leaves another civilization due to a loss of Loyalty and is currently receiving the most Loyalty per turn from your civilization skips the Free City step to join your civilization.
Other Civilization’s Cities will -200 Loyalty Per turn, and Citizens won’t exerts Loyalty pressure in their city any more.
Must be built on snow flat land.
