More Skill Points (Less Overpowered)

Makes it so that your characters get more skill points as follows…

Lords:
levels 1-10: 1 point
levels 11-40: 2 points

Heroes:
2 points every 5 levels otherwise 1 point per level

Also creates a blank skill that unlocks at rank 25 and can be used dump extra skill points if there are no skills left to unlock.

I also have two other mods that increase the number of skill points received by different amounts
