Description:

Fixes the issue introduced with the January 2021 patch which makes cities unable to rebel, with loyalty stuck at 0. Compatible with all game versions.

Not compatible with mods that overhaul the game setup, including:
– Sukritact’s Civ Selection Screen
– Yet (not) Another Maps Pack (which first implemented this fix and includes it)
