Release Vassal as Tributary
This is a simple mod that allows you to set a vassal free as a permanent tributary. You can’t set free baron tier vassals. You can’t set free de jure vassals of your religion. You must also have 200 Prestige and Majesty 4 if your capital is in Europe or Majesty 2 if it’s outside of Europe. The conditions have been chosen to follow the logic of the decision to grant independence and the Establish Tributary State CB.
This mod is NOT compatible with achievements.
AI can only use this decision if it’s either Kind or Charitable and even then the chance is 1% per year.

French, German, and Spanish localization for the mod exists, but was made with Google translate so it’s likely bad.
