Its a less op port from StrangeAK47’s 1 Turn – Player/s Only Mod from WH1 to WH2.
So all credit goes to StrangeAK47. I wanted a less op mod with only building and recruitment time reduction.

1 turn construction time all buildings.
1 turn local recruitment time.
