Buildable Constrictors
Makes Constrictor buildable (and moddable) from the Skermisher barracks from the beginning of the game.
Much of the Constrictors power derives from being dropped wherever it’s needed, now that it’s got to make the slow approach I decided to give it a helping hand and gave the unit Phase Augmentation (can teleport up to 3 hexes).
Changed its cost from Tier 3 to 2.
