[1.33] Emperor of China Expanded

This mod adds new decrees and Celestial Reforms to the Emperor of China, that makes taking the Mandate of Heaven actually very well worth it and that either you or Ming can use.
Emperor of China mechanics:
4 new decrees:
- Promote Colonial Expansion
- Expand Diplomacy
- Improve State Stability
- Support Missionaries
11 new Celestial reforms:
- Establish Colonial Ports
- Establish Wei-Suo
- Reorganize Army
- Reorganize Navy
- Establish Colonial Offices
- Reform Foreign Trade
- Build Trade Cities
- Centralize Government
- Reform Administration
- Revolutionize Technology
- Introduce Shoushi
Note: some reforms now add mandate to sustain so much reforms. If you see that it is not enough please report in the comments so that I could buff some of them. But generally you should play careful until you "Establish Colonial Ports" that gives first mandate boost.
Must be compatible with any mod that does not change Emperor of China (only celestial reforms and decrees).
NOT Ironman compatible
