Starting Traits Rework (All Factions)
To bring all shared generic starting traits up to WH2 standard and enhance their usefulness.
Simply adjusts the values for the generic starting traits for all factions to what they were in WH2, as well as including minor buffs to most traits to hopefully reduce players desire to "trait farm"

o +5% Charge Bonus (for Army)

o +5 Public Order

o Character gains Stalk attribute
Determined
o -15% all attrition (for Army)
Intelligent
o -10% Building Cost (Province-wide)
Knowledgeable
o +10% Research Rate
Perceptive
o +15% Ancillary steal chance
Strategist
o -5% Upkeep (for Army)
Tactician
o +5% Speed (for Army)
Tough
o +5% Health
Weapon Master
o +5 Melee Defense
