If you are having issues with crashing on startup Please check to see if the mod has been updated.
You can go to steamappsworkshopcontent11427102792284475 make sure that it says that the date modified is recent.
If unsubing and resubbing doesn’t work delete the folder then try resubing

Really wanted Tier 4 Settlements in TWW3
So worked on a mod for it.
Based off Mazz’s Tier 4 Minor Settlements 2 for Total War Warhammer 2
Adds a 4th tier to the minor settlement chain for all currently available races.
Hopefully this helps you guys, just like me with being able to spread some buildings across to minor settlements.
This doesn’t work with Ogre’s as Ogre’s don’t even get higher then T3 Provincial Capitals as is.
Cost and Build are the same as T4 majors but with 1 point of reduced growth cost.
