Power and Politics – A Proper Political System for Three Kingdoms – Sun Ce Updated
Have you ever felt a politics system is missing in Total War Three Kingdoms, a Total War game about the Three Kingdoms period, a historical setting where politics is very evident and deadly. So I gave a proper Politics system for all the playable factions from Liu Hong’s politic’s mechanic, where players has now more decision making in order to balance out the influence of the 3 Political parties and their effects. There are really no wrong decision here just make sure to balance the positive and negative effects of the 3 politics resource, the Bureaucrats, Your Dynasty, and the Warlords.
The Three Political Parties is the Bureaucrats, Your Dynasty, and the Warlords. The Bureaucrats represent the influence of civil ministers who got their position due to their merit. The Dynasty represent the influence of your family, it also represent the power of the central authority and centralization of power. While the warlords represent the influence of other powerful clans, governors, vassals, and powerful regional clans, they also represent the decentralization of power in your empire.
The Political influence resources work as a linear resource before, where low influence have less effects in general and high effect have way more effects, but I changed that to make politics more dynamic. Now low influence has the same amount of positive and negative effect as high influence, both extremes of the influence (extreme low and the extreme high) have extreme positive and negative effect compared to the middle level, the middle level is fairly chill on it’s positive and negative effects. Every faction generally starts in the middle level on all 3 influence, and it is up to the player to choose what parties they want to have higher or lower influence to suit their play style or their preference.
Influence and be gained and loss from assigning court positions to characters, the political party influence increased and decreased depends on the character’s political party they support, and also the court position itself.
The influence increased based on the court position:
– The faction leader and heir produce a relatively large dynasty influence and also additional bonus or minus influence for other parties depending on the character.
– Administrators produce a small warlords influence, and also a small bonus or minus influence for other parties depending on the character.
– The rest of the ministerial positions produce a small bureaucrats influence, and a larger bonus or minus influence for other parties depending on the character.
Characters in court positions increase the influence of the political party they support and reduce the rival of that political party. For example a character who supports the warlord political party will increase the influence of the warlord and decrease the influence of the dynasty party.
The amount of increase or decrease of a character in a ministerial position changes depending on the character and the court position. For example a character who supports the warlord political party might have bigger increase and decrease than other characters who supports the warlord party.
Influence for political parties can also be gained or loss from:
– Government reforms
– Assignments
– Unique faction resource
– Government buildings
– Overall characters satisfaction in a faction.
– Court Intrigues and Political Actions
The Influence resource meter for each political party was changed to 1 – 100 influence, with each having 5 levels of influence, each influence has a range of 20 influence each.
Level 1 0 – 19 ( Lowest Level of Influence)
Level 2 20 – 39 (Lower Level)
Level 3 40 – 59 (Middle Level of Influence) (Most Factions would start around 40 or 45 influence on a political party)
Level 4 60 – 79 (Higher Level)
Level 5 80 – 100 (Highest Level of Influence)
Bureaucrats (high influence)
Positive effects
– more assignments
– more spies
– more satisfaction for characters who supports the Bureaucrats political party
– less construction cost
– trade influence
– spy undercover defense
– more cover for spy
Negative effects
– more corruption
– more construction time
– more recruitment cost
Low Bureaucrats influence has the positive effects of high influence but as the negative effect like less assignments, the negative effects of high influence got its effect reduced or straight become positive.
Medium level of influence will have a much more tamed positive and negative effects.
I made it so that the absence of Bureaucracy to be a big loss to any empire, while with more influence the bureaucrats became more corrupt and less inefficient than mid influence. This political party acts different the remaining 2 as the low influence for bureaucrats needs to be avoided.
