Norsca garrison upgrade + walls
Improves norsca settlement & outpost garrisons, works for AI too. Can be added during campaign. Major settlements get walls from any level defence building, minor settlements get them at tier 3.
Works with norsca occupy anywhere, but the major outposts go to tier 5 so these walls disappear after tier 3. I’ll maybe look into this at some point. I don’t know what battle map this uses or how to change it.
