A submod for Invictus to rework pop ratio system.

The first time I noticed the pop ratio problem was when I tried tribal reform, and the total manpower decreased instead after the reform was completed. But there was no reason for this to be the case, as the freemen provided more manpower than the tribesmen. Then I found that the slaves desired ratio in settlements was as high as 66%. I think this is very unhistorical and I tend to think there are some numerical model errors behind it.

The "desired ratio" simply represents weights. This means that the impact of the desired ratio modifier becomes less intuitive the farther the sum of the quantities from various sources is from 1 – the modifier becomes larger when the sum is less than 1 and smaller when the sum is greater than 1.

Also, I can understand why the settlement is not pre-setted with an almost full desired ratio like cities(1.1) and metros(0.85). Because in tribal and civilized countries, the demographics are supposed to be vastly different. But the modifier provided by the government type was intended to reflect the nuances of social structure and can’t be too big from the perspective of city balancing. For it to significantly change the pop ratio in the settlement, it is necessary to make the preset desired ratio equally small.

Because we have so few independent variables available, and there are many combinations of buildings, polities, and territory rank. So we are faced with overdetermined equations, and the solution must not look good. So finally have to give up the rationality of the settlement’s ratio.

My work is adding a few modifiers to match these listed ratios. Some of these may not be reasonable, and I hope knowledgeable people can point out my mistakes.
