The official No Public Order Negative from Garrisoning Troops submod for DeI 1.3, but with the free money for the AI turned off.
This affects the money given in PublicOrder.lua. If you want to change the money given in money.lua use this.
The AI only makes decisions based on income, so this kind of doesn’t matter.
