当城市市民达到10,20,30,40,50人口时,城市人口增长速度分别提升10%,20%,30%,40%,50%。
每个城市每五位市民提供1点宜居度(上限10点)。

Each citizen of the player city can bring 1 productivity, 1 food, 1 gold coin and 0.5 technology value. 0.5 cultural value, 0.5 belief value.
When the population of the city reaches 5,10,15,20,25,30,35,40,45,50, all urban output will increase by 5%, 10%, 15%, 20%, 25%, 30%, 35%, 40%, 45% and 50% respectively.
When the population of the city reaches 10,20,30,40 and 50, the population growth rate will increase by 10%, 20%, 30%, 40% and 50% respectively.
Each city provides 1 point livability for every five citizens (up to 10 points).
Only valid for players, not for AI.
